"The great thing is that people would be getting the money right back through the central account, so the net effect on the economy would be zero."

How can the net effect be zero? Who pays to maintain/operate/repair/troubleshoot/administrate this central account? If it is run by the government, I find it highly unlikely the costs would turn out to be a zero sum game.

Lastly, why just let me keep by $2 dollars and let me spend it the way I want to? To me this sounds like just another way to (forcibly) take my money and give it to someone else.
